Yes, the kit is safe to use, there is no chance of electrical shock, if the circuits are built according to the instructions there is no chance of any harm coming to the user. If the user short circuits the circuit built there is the possibility that the components will heat up, but this is instructed on how to avoid in the learning material.
No, the voltage of your home is much higher than what the kit uses and will cause damage to the parts in the kit. This may also cause harm to yourself if you try using your home electricity to power the kit.
There are a couple of lessons which require water and salt which is not included in the kit to test conductivity.
